Abstract


Since the 1970s, Japan began to seek for a permanent member of the UN Security Council. Bidding for a permanent seat on the UN Security Council is an important aspects of Japan’s foreign policy. Moreover UN reform is a good chance for Japan. Japan has many advantages to become a permanent member of the UN Security Council, for example, financial contributions to the United Nations,ODA and so on. Meanwhile, the reform of the United Nations is also the historical trends. To achieve its objectives, Japan has been conducting a wide range of efforts, such as donating funds for UN organizations actively, enhancing ODA,engaging in peacekeeping activities and looking for supports of the UN members. In 2005, order to increase the "permanent" opportunities , Japan was in alliance with Germany, India and Brazilin .Each Member of the UN had the different attitude to Japan. Japanese own problems and the complexity of Security Council reform are also obstacles to Japan’s bid for permanent membership. If Japan wants to become a permanent member and obtains the support of other countries , it must get rid of its own problems. It can be predicted, in the short term, becoming a permanent member of the Council for Japan is difficult to achieve.In my study, I always regard Marxist theory as a guide to methods, take historical materialism as the starting point. In the basis of mastering and understanding the basic information, I draw on the results of academic research at home and abroad fully, and multifaceted, multi-perspective to explore and complete the solution.In this paper, I use the materialist conception of history and the data analysis, inductive method to translate the original Japanese translation of books searching for new materials. Summarizing current data carefully and trying to have new ideas or innovation.
