Abstract


Anti-terrorism has became one of the U.S.political priorities after 9/11. Following the Middle East,the U.S.extends its focus on anti-terrorism to Southeast Asia.As the largest Muslim Population country in the world,Indonesia gets more and more attention in the U.S.anti-terrorism policy.In chapter 2,the dissertation deliberates the background of policy theories and objectives systematically.From chapter 3 to chapter 5,the dissertation analyzes three phases of U.S.anti-terrorism policy in Indonesia.In the first phase,both the U.S.and Indonesia straddles and feels on the cooperation of anti-terrorism.After a short time for them rethinking bilateral relationship,the U.S.brings Indonesia into its global anti-terrorism war,and starts“the Second Front”.With Susilo Bambang Yudhoyono coming to power,the U.S.and Indonesia run into“Honeymoon Period”on bilateral relationship,and Indonesia belongs to the front line countries of the U.S.global anti-terrorism war.The change of the U.S.anti-terrorism policy in Indonesia is along with that change in anti-terrorism theory——from“Preemptive”,“Unilateralism”to“Freedom”,“Democracy”and“New Bush Doctrine”.The U.S.anti-terrorism policy in Indonesia is not a one way process,which changes with the U.S.domestic situation,and is also influenced by Indonesia anti-terrorism policy.On the other hand,the U.S.policy on anti-terrorism also affects Indonesia policy on anti-terrorism.Therefore,to analyse the U.S.anti-terrorism policy in Indonesia,we should understand the interactive relationship and interaction of the U.S.and Indonesia anti-terrorism operations,and master the influence which result from the interaction acting on the U.S.anti-terrorism operation in Indonesia.The academic and practical significance of the dissertation is the following.First, the articles dissertating on this topic is few in China,which is very disproportional with the important status of Indonesia in the U.S.anti-terrorism network.Second, through retrospecting the U.S.anti-terrorism policy in Indonesia from strategic level, the developing countries could learn how to deal the relationship with the hegemonic countries,and China could benefit practical significance on developing foreign strategy from it.
