Abstract


From the theoretical perspective of foreign policy decision-making,this paper makes an analysis on the changed role of inland and border provinces in China’s foreign policy decision-making system in the reform and opening up era.Since 1978 China’s foreign policy decision-making system is undergoing a gradual but substantial change.Provincial governments are playing a more and more active and influential role in this system with the decentralization of decision-making power. Sometimes they can even be served as an foreign policy initiator,indirect decision-maker and main executer in the arena of low politics such as economy.This paper focuses on the interaction of inland and border provincial and central government in foreign policy decision-making system in reform era,taking Yunnan government’s role in Greater Mekong Sub-region Economic Cooperation Program and Jilin government’s role in Tumen River Regional Cooperation Program as case study.A general analysis on the performance,motivation and behavioral pattern of the inland and border governments in this process of interaction will be given,after reviewing how they manage to push central government into making foreign policy in favor of their own development.
