Abstract


Chechen issue is a mix of religious and ethnic issues terror factors typical of the Chechen few \national sovereignty and territorial integrity of the separation of activities . Chechnya has its deep historical roots , unruly training Chechen nation in the Tsar 's conquest precipitated centuries old hatred , Soviet nationality policy wrong for them to add new enemies , sharp ethnic conflicts in the Gorbachev radical reform and the Soviet republics have become independent of national crisis induced by the outbreak of Yeltsin government in Chechnya carrot and stick eight years , but due to some mistakes on the policy , the Chechen issue has become Russia's nightmare. 20-21 turn of the century , a former KGB Putin bravely took Chechnya , Chechnya began a \war ; \Georgia scores, refuted the West's \2006 , basically solved the problem of Chechnya . Throughout Putin 's Chechnya policy of the government , we conclude that four successful Point : Annihilator Chechen illegal armed effectives ; establish a pro-Russian local authorities ; construction of a new Chechen noticed ; won the domestic and certain understanding and support. Of course, the legacy of Chechen policy can not be ignored : failed to eradicate the threat of terrorism in Chechnya ; war and terrorism caused irreparable economic and social costs ; pro-Russian regime is faced with severe challenges ; remains hampered by external forces . In any case, the Russian people with their lives and blood of our multi-ethnic country in exchange for a revelation: Economic development is fundamental ; perform the correct ethnic policy is the key ; central and local relations should pay attention ; sovereignty issue is not debatable ; military means can not fundamental solution to the national question and so on.
