Abstract


Create a "learning society", background, in advocating "universal learning" before the situation, public libraries will become improve the quality of an important position. However, because of Western economic development is relatively small city behind the objective fact, and its geographical disadvantage, and other unfavorable factors, where the level of construction and development of public libraries are not optimistic. Particularly in China has more than eighty million people with disabilities and the aging of the population already entered today’s society, public libraries play a good knowledge of how the second class and cultural publicity work must become a top priority. Attention to vulnerable groups, should be reflected in all aspects of social development, which is social progress, building a harmonious society is an indispensable part of an important part of them. Meanwhile, also in line with the current main trend of world development.The small city on the western state of the environment barrier-free public library research, by way of questionnaire design department and library staff and the disabled and the elderly, a detailed investigation. City Public Library for the small western accessibility problems and grasp the root, to explore deep-seated reasons behind, and finally proposed for the western small cities to create a public library’s accessibility options.The main contents include:Small City Public Library Western state of the environment and accessibility problems. Mainly through a large number of field research, identify the existing problems.Small City Public Library Western Analysis of obstacles.
