Abstract


Solid waste is a kind of crime related to solid waste environmental crime, Pollution problems, the large number of various types, and the last was one of the environmental concerns. And Tran boundary movement of solid waste is also an international concern. In China and Central Asian countries, the production of solid waste annually, at the national cross-border transfer of the case is also increasing in China and Central Asian countries to become new and urgent environmental problems.This paper adopted a more summarized and so on, first of all in international organizations, national and international law crime of solid waste into the basic requirements for introducing and analysis, from China and Central Asian countries currently facing a severe situation of solid waste pollution, the analysis of domestic the existing criminal law and the Central Asian countries of solid waste for the status quo of crime legislation, as well as inter-State cooperation to combat the situation. Insufficient analysis and then to identify problems, propose solutions to problems with the concept of the proposal.This paper adopted a more summarized and so on, first of all in international organizations, national and international law crime of solid waste into the basic requirements for introducing and analysis, from China and Central Asian countries faced serious purpose and the results of this paper is that the interpretation of international community solid waste on the Tran boundary movement of regional cooperation mechanisms, and with China and Central Asia regional cooperation in the areas of prevention and control mechanisms to build compared to discuss the necessity and feasibility. Mature experience of other solid waste on crime prevention and control experience in regional cooperation, and study of all major solid waste prevention and treatment of environmental conventions, trying to build in Central Asia between China and the solid waste crime prevention mechanisms of cooperation. Domestic law and international cooperation in science and sound solution to solid waste pollution in China and Central Asian countries and between the cross-border pollution in the system of criminal law and face the problem of defects. Solid waste pollution, the analysis of China’s criminal law in force in the country and Central Asia for the solid waste status of crime legislation, as well as inter-State cooperation to combat the situation. Insufficient analysis and then to identify problems, propose solutions to problems with the concept of the proposal.
