Abstract


British virtues of other countries off the criminal law \non- criminalization motion . China's criminal law , however , is still a large number of victimless crime , and academic research does not in - depth , victimless crime , criminology little research , there has not been a systematic and comprehensive treatise . The author in this article from the general stressed that the fragments of the criminal law to protect the interests of maintaining good habits is absurd moral literacy improved by means of penalties . Criminal law as a last line of defense , they protect the interests must be the individual life in society must , or through the hair can not be completely effective protection of the interests of other departments . This paper is divided into four parts , the first part of the development trajectory victimless crime at home and abroad , the victim the interests must live on the basis of defined , leads to the concept of victimless crime ; second part , the use of non- victims concept and characteristics of the crime , the specific analysis of the Criminal Law , victimless crime ; third part of a victimless crime punishment of the possibility of the need for analysis of victimless crime to punishment of the proposed recommendations. The last part of the balances, the author reiterated their point of view , and stressed that no victims of crime to punishment necessity .
