Abstract


The environment has become a moment caused by the human community highly concerned about a major problem. The natural environment is the basic conditions for human survival, is also the development of production, the material basis of economic prosperity, so maintaining the ecological balance and protecting the environment is more and more important for human survival and development of society. However, in the rapid economic development of modern society, how to protect the ecological environment in the development of the economy so as not to be destroyed, how strong environmental administrative law enforcement many experts concern and an important research topic. The protection of the ecological environment in China is particularly prominent. As a developing country, China in recent years the rapid development of the economy also makes the already fragile ecological environment was unprecedented devastation, there has been a series of problems. Relatively backward western regions as well as the majority of the ethnic minority areas is more prominent environmental issues in key areas, these areas due to its complex ethnic background, poor economic conditions has also become the weak areas of administrative law enforcement environment, which among which the western minority ethnic minority areas, such as the Gannan Tibetan Autonomous Prefecture and other regions of ecological damage is more serious, the most prominent environmental administrative law enforcement problems. Investigation by the Gannan Tibetan Autonomous Prefecture in western minority areas ecological state of the environment, to understand the extent of the damage and the cause of the ecological environment; research shortcomings in the local environment of administrative law enforcement issues, as well as the difficulties and challenges facing; internal and external aspects of looking for the cause of the problem, in-depth analysis from the point of view of the national, economic, education, legislation, law enforcement, supervision; basis of this study, we will further integrate the unique history and culture of the ethnic minority areas, religious practices, as well as the Gannan region-specific ecological environment, the economic situation, identify local environmental protection measures, and improve the implementation of the Environmental Administration. Multi-angle, full range of integrated analysis of the ecological environment of the Gannan Tibetan Autonomous Prefecture of administrative law enforcement issues, according to local conditions minority in eco-environmental protection history and culture, religious practices, social norms to protect the environment, maintain law enforcement, universal access to knowledge; legislation, law enforcement, the Franco-Prussian supervision of multi-angle improve the environmental administrative law enforcement system, improve environmental administrative enforcement tools, strengthen environmental administrative law enforcement supervision, in order to improve and protect the Gannan Tibetan Autonomous Prefecture in China's beautiful ecological environment.
