Abstract


The party's National Congress, the CPC Central Committee clearly building a socialist harmonious society, strategic thinking, while 10 Sixth Plenary Session adopted the \building a harmonious society, emphasis has shifted from the ideological level argument shifted to institution building aspects of practice. It is worth noting that the \requirements, which the party's principles and policies from the level of social organization affirmed in building a harmonious society in a positive role. This thesis study of China as an important member of social organizations, non-governmental organization (NGO) status, opportunities, challenges, the lack of NGO policy and how to improve our NGO policy, the full development NGO, its role in building a socialist Harmonious Society. Since the founding of our NGO has gone through four stages of development, especially after 1995, China NGO had some substantial changes in the socio-economic and even political development also plays a new role. Performance in the new NGO in large numbers, the original NGO increased autonomy, its overall strength has also been significantly improved, social influence continues to expand. However, to analyze the current situation, China's NGO to develop their own policies and external environment are facing a series of challenges. Such as its own funds, human resources and management experience serious shortage; external policies such as laws and regulations, management system, monitoring disciplinary mechanisms, incentives and other aspects there are also more serious defects. The lack of internal and external seriously restricting the growth of NGO and role play. Thus learn from developed countries in the advanced experience of NGO policy, for us it is very necessary. This paper analyzes the United Kingdom, Germany, South Korea, Australia and other countries in the NGO laws and policies, we want to reform our country's NGO policy enlightenment. On this basis, this paper presents the party and the government in the development of NGO policy recommendations: to carry out an ideological movement to solve the issue of unity of thinking towards NGO, NGO policy of clear guiding ideology and basic principles; strengthen the relevant legislation, according to the law on the management of non-governmental organizations, to create a favorable legal environment; vigorously carry out the government and NGO cooperation projects, cooperation and create positive interaction between the government and the NGO to achieve win-win situation, strict precautionary NGO illegal activities. Furthermore, it should strengthen the party's leadership on NGO strengthen government procurement, financial support for non-profit organizations, establish and improve the characteristics suitable for our non-profit organization evaluation system is established based on public property, unlike the government but also from non-enterprise for-profit organization's financial accounting system, strengthen exchanges with the international NGO, etc.
