Abstract

Building a Harmonious Society depends on the joint efforts of the whole society. Administrative organ, as the executive department of state power, is both a builder and a leader for a harmonious society. Administrative law enforcement ranks, as the important part of administrative organ, maintain social fairness and justice while they build a good environment for the law. It is the fundamental part to strengthen the building of law-enforcement ranks to rule the country by law or promote law-based administration. However, the current status of administrative law enforcement is still not optimistic. A number of deep-seated contradictions and problems are not eliminated basically. Some law-enforcement officers abuse their administrative power and are failure to observe the law. And even some officers cop on mission and execute the law brutally while they ask briberies and make troubles for the masses. They execute the law in a simple and brutal way. Therefore, it can be the starting point to strengthen ideological and political education of administrative law enforcement ranks. The quality of law-enforcement officers should be improved, and the level and capacity of law enforcement should be increased constantly, which make sure a harmonious socialist society comes true.As a result, the ideological and political education must be in accordance with the standards of a harmonious society, and establish the concept of people-oriented firmly to serve the construction of a harmonious society. Harmony in the field of administrative law enforcement could be realized through strengthening ideological and political education of administrative law enforcement ranks.The paper is divided into four parts. Part 1, it is expanded on administrative law enforcement, administrative law enforcement ranks, the ideological and political education as well as the harmony on law enforcement from the theory aspect. The basic concepts and characteristics of a harmonious pose are illustrated briefly, which lays the theory foundation for the entire paper. Part 2, it is referred to the current status of mind of the ranks, and from the point of view of "people’s thought controls the people’s behavior, people’s behavior reflects people’s thought", it analyses the problem in a deep way, in order to come up with strategies to pave the way to do a good job. Part 3, according to current situation of the ideological education of the ranks, the existence of the problem of ideological education has a big relation with the understanding of the team managers, educators and members for the harmony on law enforcement as well as the system of structure. By the analysis for the problem and reasons, the matter could be solved in a better way and the harmony on law enforcement could be come true. Part 4, it is narrated to strengthen the policy study on the ideological and political education of the ranks. There under the "humane care" and "psychological counseling", which is referred on the Report to 17th National Congress of the CPC, the Countermeasures are put forward to achieve the harmony on law enforcement.
