Abstract


In the field of health care,how to weigh the relationship between equity and efficiency,is directly related to the security model of choice and the success or failure of system.From the practical experience gained at home and abroad,changes in the medical security system that is fair and efficient process of the game.Since reform and opening up the rapid development of China’s economy,the nation’s medical and health services to improve the level of the growing and increasingly diversified.In spite of the traditional public funds and the reform of medical insurance,the basic set up basic medical insurance system,but the medical insurance system is still incomplete,fair poor and the problem of low efficiency are still outstanding.To improve the medical security system,the party’s Sixth Plenary Session 10 proposed the establishment of universal health care system’s strategic objectives,and in 2007 to start the basic medical insurance for urban residents experimental work,which marks the era of universal health care is before us.In this paper,the use of literature,comparative analysis,research,data analysis, such as a combination of quantitative and qualitative analysis methods,from the perspective of fairness and efficiency of medical protection mode selection and system research.On the relationship between fairness and efficiency on the basis of the literature,proposed to establish a theoretical level,health care equity and efficiency of both values,in practice,in order to achieve fairness and efficiency of the dynamic balance and coordination development.At the same time,health insurance models at home and abroad,especially the building of universal health care practice Wenzhou analysis further demonstrated the imbalance between fairness and efficiency brought about by the problems and deficiencies.Paper concludes with the people’s medical insurance system reform,the objectives and principles,analysis of China’s medical insurance system reform and the challenges that exist that want to build a scientific and rational system of universal health care,government services need to achieve the functions and features a combination of market regulation to promote fairness and efficiency of the coordinated development between the two.
