It is not only the practical problem, but also the hot debate on theoretical study—the low rate on witness in court. Whenever looking periodical of law and procedural law books, or participating law forums or seminars, the topics often involve this problem. So, we also notice it and want to express our ideas through this paper.We take the film of "Beast Stalker" as introduction to trigger readers’ great interests in our paper. Taking traditional demonstration program "raising question——analyzing question——answering question" and model of Q/A, we expound our topic gradually; meanwhile we use the experience of other countries for reference to find a good solution. In fact, the difficult is not the answers but the procedure of finding and analyzing the question. Liking to go to hospital, as long as we find the cause of disease, see any doctor the same. However, there are "quacks" and "famous experts", the patients prefer to see "famous experts". The reason for the experts relies on its solid foundation and rich experience. The experts on law should do that in the same way, with a thorough investigation, rich experience, bold imagination, optimistic attitude, rigorous working and never giving up.In this paper, we start with discrimination on two concepts and propose the question: "why needs witness to testify in court", followed by analyzing the reason, after that propose the solution: the problem requires the systematic solution and the whole view. Finally, we provide our tentative plan of China’ witness protection mechanism for we think protection of witness weighs compelling witness to testify in court.
