Abstract


University’s stipend system refers to the financial aid system which is set up by the country, offering free help of funds to needy students to help them finish the study smoothly, promoting a fair, healthy development in higher education. Because of the characteristic, university’s stipend system is the best system of helping students to finish the subsidy smoothly without any burden, should be in key status in the financial aid system, and need us to pay the further concern.Since producing, university’s stipend system has gone through different history developing stage and long changes course.In 1952, China established people stipend system, singing the formulation of university’s stipend system of our country. At this stage, stipend system has the characteristic of country bears all cost, all students can be satisfied, etc.. It is the inevitable result under the planned economy system of our country at that time, it related to the principles and policies of“Education constructs service for a state, opens for workers, peasants and soldiers”and the whole of the people’s living standard is low in the percentage, and it is still the result of the system follows too. In 1955, 1960 and 1964, people stipend system had made adjustment 3 times in range, proportion and standard. After adjusting, the complete provide changed into the partial provide, people stipend system had a thinner standard and the classification, and the power of local government expanded to some extent too. During "the Cultural Revolution", people stipend system appeared in the form of a kind of subsidy or living allowance, and the one that is resumed in 1977, is the system before "the Culture Revolution", so university’s stipend system is at the stage of staying cool. After 11th third session, China enters the period of reform and opening-up, planned economic system begins to go through transition to the market economic system, people stipend system begins to narrow the range and cancelled formally in 1987. It is quiet to move towards gradually. 2007, China has set up national stipend system, University’s stipend system is established again. It is a direct result of the reform of the tuition system of higher education in China, and it is a need of improving our financial aid system too.University’s stipend system in China has gone through a changes orbit from people stipend to national stipend.The Course of changes from unordered to reach in order, has the characteristic of advancing gradually, inductive and mandatory, route dependence, objective certainty and real possibility. The reasons for the changes are complicated, the inherent motive force is that the system is non- balanced, and the economy, politics and culture reason are external reasons. University’s stipend system has the inherent motive force and external condition of being perfection, will still follow a progressive changes route in the future, insisting on "economic standard ", " have strict appended document " and " free " principle, being complete in the aspect of development environment, subsidize target and evaluation means, becoming a student’s subsidy system that take national input as the core, other many kinds of channels invest for auxiliary, and can even more manifest the assistance essence.
