Abstract


As a multi-ethnic country, its ethnic minorities occupy a very important position in UK.UK’s minorities include local minority and ethnic groups with the immigration inflow afterWorld War II. In the process of long historical development, the problems of minorityeducation emerged gradually. To solve various educational problems in the process ofdevelopment in ethnic minority education, the UK government formulated a series ofeducational policies with the aim of guaranteeing the educational right of ethnic minorities,improving the academic achievement of ethnic minority students, and protecting the localminority languages.This thesis takes the changes of educational policies towards ethnic minorities in UKafter the government having achieved educational nationalization as the research object. Itanalyzes the influencing factors in the changes of educational policies in ethnic minoritybased on the study of educational policies formulated by the UK government for ethnicminorities in different periods, and summarizes the characteristics of changes in theeducational policies of ethnic minorities. This thesis mainly includes five parts: the first partmainly describes the education system and minority education policies in UK before WorldWar II, on one hand, the UK government achieved educational nationalization,on the otherhand, formulated some educational policies for making some basis of equal right to educationfor ethnic minority students, for developing bilingual education of local minorities; the secondpart mainly describes the minority education policies in UK after World War II, analyzes theeducational policies of immigrant and language policies of local minority in this period on thefoundation of immigrant policies; the third part mainly describes the educational policies ofethnic minorities in UK after1980s, during this period, the UK government published a seriesof educational policies for ensure the educational right, the attainment and the minoritylanguage of ethnic minorities; the fourth part mainly analyzes the present situation of ethnicminority education in the UK, presents the effectiveness of minority educational policies fromsome research of the government, and discusses some problems in the multiculturaleducational policies; the fifth part mainly analyzes the influencing factors and characteristicsof changes of educational policies towards ethnic minorities in UK, finds that the international situation, the social economic and political parties in UK are the main factors which effect thechanges of minority educational policy, meanwhile, and the changes of minority educationalpolicies shows some features in government having more deep attention in the education ofethnic minorities, the minority educational policy having experienced the transformation fromassimilation to multiculturalism to anti-racism,which produces an enlightening significancefor our country to make minority educational policies.
