Abstract


Social assistance as social security is an important part , is to protect the basic livelihood of the end of net citizens in modern social life plays an irreplaceable role , and rescue procedures rationality marks the degree of civilization of a country , rescue program is to ensure the effective implementation of social assistance to legal protection. This paper is divided into four parts are discussed , which reads as follows : The first chapter analyzes the social assistance and social assistance programs connotation , characteristics and value of social assistance programs . Through the concept of social assistance and characteristics analysis, summed up social assistance program in the process of implementing this policy values ??embodied . Chapter II evaluation of administrative procedures from basic theory to explore the social assistance program as a specific procedure must be followed in an open, fair, just and due process of law , principles of proportion , as well as receiving the application , inform , evidence, hearings , information , e-government , and served during the time the systems of social assistance in order to achieve fairness and justice . The third chapter in our country's existing laws and regulations as the basis of our country's most important social assistance program . The fourth chapter , \Through case studies and real part of the analysis of the above three , on China's social assistance programs introduce new ideas , hoping to social assistance program to provide some legal construction of reference.
