Abstract


Electronic commerce is booming in recent years.The primary service of mobile electronic commerce includes booking tickets, shopping, entertainment and wireless medical telemetry service etc. The core applications of all these services are of much concern of mobile payment. Actually, the essential of electronic commerce is payment, which is same as traditional business.At present the industrial chain of mobile payment has gradually come to maturity after years of market cultivation.Additonally, customers get used to this consumption pattern and related infrastructure are established day by day. The domestic mobile payment industry grows rapidly, and various payment patterns rise and complete. Time will see the even more rapid expansion in three years.However,relatice polices and regulatis are hysteretic. Worse still, there is no applicable special laws or regulations directed towards mobile payment, which is the mainly barrier that holds this booming industry back. Therefore, the research of mobile payment special polices and regulations is of great significance.The meaning of this paper is to present the state, feature and obstacles by the diagnoses of mobile payment market. Based on the analysis of negative effect leading by insufficient legislation, this paper exploratory suggests that from the "perfect law", "policy guidance" two sides to make fair, safe and highly efficient polices for the experts and scholars’ consideration, promoting the promising development of mobile payment.
