Abstract


Franchise institution of Urban Underground pipeline network is referring the companies and other organizations operate some urban underground pipeline network when getting the administrative permission. With the rapid development of the economy, the original system and procedure of planned economy is the bottle-neck for developing franchise of urban underground pipeline network, and pose many obstacles for the actual operation for the franchise of urban underground pipeline network, which demand the government taking measures quickly.Having done a great review on prior research about the related theory of urban underground pipeline network, the theory of public goods, the theory of Project discrimination, the theory of Marketability, the franchise mode, and through analyzing the franchise model status of China’s urban underground pipe network, as well as an analysis of the case, the main conclusions reached are as follows:1. Because urban underground pipe network is quasi-public goods, and belongs to the quasi-business product, so the urban underground pipe network is operating.2. The development of urban underground pipeline network is not in the market none in government, but cooperation between the two; it is reasonable for urban underground pipeline network to take pattern of franchising, and its mode of operation is BOT mode. BOT mode has been proved that it could be carried out.3. Building the economic evaluation model of urban underground pipeline network franchise which consists of the Economic efficiency Standard, the Public benefit Standard, the Uncertainty and risk analysis Standard.4. For solving the existent problems of the urban underground pipeline network, we need to complete the legal norm of franchise institution, make a service government, build the environment of franchise institution, and quicken on the marketing of the urban underground pipeline network, put through the franchise institution completely.
