Abstract


Patient safety is the bottom line requirements of health work, and is generally important issue to the health community in the world. Building an ethical surveillance and control system of patient safety which match for monitoring system is an important guarantee to improve the level of health services. The main contents are as follows:The first part has summarized the patient safety. First, paper outlines the conception of patient safety from two aspects. One is from the relationship between medical institution, medical staff and patient of ethics, and the other one is from harmonic doctor-patient relationship. Analyzes the relationship between patient safety and both WHO health standards and new medical model standard. And then reveals the ethical nature of patient safety, including respecting for the value of life, consolidation of patient’s power, and manifestation of medical tradition that is good. Finally, analysis three aspects of the ethical dilemma of patient safety are:relative of patient safety, unbalance of the right to speaking and flooding using of Utilitarianism in the medical field.The second part discussing comprehensive about ethical surveillance and control of patient safety. First of all, article discusses the conception of ethical surveillance and control. And then proposals discuss the contents of ethical surveillance and control system of patient safety, analyzing in-depth the lack of ethical surveillance and control system of patient safety and the impact of the lack, the nature and necessity of ethical surveillance and control system of patient safety, proposed that the feature of the ethical surveillance and control system of patient safety and the complexity of patient safety system. At last, proposed that ethical surveillance and control system of patient safety is a basic guarantee for maintaining patient safety.The third part discussed about the practice of ethical surveillance and control system of patient safety. It proposed that ethical principles for construction of surveillance and control system of patient safety from both internal and external of hospital. First, internal hospital ethical surveillance and control system have made the appropriate ethical principles for medical risk control, related systems and the medical environmental safeguards. There are surveillance and control systems for hospital infection, drug safety, medical defects and poor using of medical devices among medical risk control. There are safety adverse event reporting and informed consent system among related systems. There are strengthening the professional capacity and morality of medical staff, establishing and improving the hospital ethics committee, and improving the safety of medical substances environment among medical environmental safeguards. And then external hospital ethical surveillance and control system proposed the corresponding ethical principles for public health management, social media surveillance and control, and surveillance and control for adjusting medical psychology of patient. There are news media and medical advertising among social media surveillance and control. Finally it proposed the importance of establishing and improving the patient safety evaluation index system.
