Abstract


As one of the basic content of social equity, fair distribution of health resources means that every member of society has the same opportunity to access to health services, and its direct manifestation of social fairness, and building a harmonious society have an important impact. Health service resources fairness guide health resources rational allocation, and protection of vulnerable groups, thus contributing to the establishment of the health services are fair and the dynamic monitoring and feedback mechanism. Firstly, the field of domestic and foreign health fair review and summarize. Then introduced the three indicators of the health service fairness, that the health of fairness, the fairness and accessibility of health service utilization fairness. Theoretical analysis, the paper uses Western economics theory of elasticity, the theory of supply and demand, competition and monopoly theory, the theory of asymmetric information, public goods and externalities theory, analysis of the special nature of the field of health care on the distribution of health resources fair The nature of the impact; After the allocation of health resources in China, the reform of the health care system and medical insurance, etc., trying to figure out the fairness of the distribution of health resources influencing factors. Traditional economic theory and the objective realities of our country, and strive fairness issue given China's medical and health field theoretically explained. Empirical research, this article by the Gini coefficient method and the integrated use of the Theil index, an attempt to overcome the defects of a single index analysis, more accurate and in-depth analysis of the fairness of our health service resources. Domestic fairness of the distribution has been some research on health resources, but most of the research articles stay in the descriptive analysis of the level, and to quantify its unfounded fairness indicators. Some studies using Lorenz curves and Gini coefficient to assess the fairness of the distribution of health resources in China, but there are inherent defects due to both calculation method, the results often with the actual situation is not an exact match. Fairness on the quantity and quality of the geographical distribution of health resources in China in recent years; Firstly, measured by the Gini coefficient and Theil index decomposition unfair way, were calculated within the provinces and autonomous regions in China, among regions and overall health Resource distinguish the Beutel index, and then estimates the total Theil index within the region and between regions unfair contribution rate. Empirical Analysis of data results show that the distribution of health resources in regional fairness improvement within the region has intensified, especially some of the imbalance in regional economic development within the province unfair great; quantitative distribution of health resources better fairness but the the poor fairness of the distribution of mass; fairness the health hardware resources distribution superior software resources.
