Abstract


The period of Shaanxi-Gansu-Ningxia Border Region is the period of our Party’s local governance. From that time, in Shaanxi-Gansu-Ningxia Border Region, the Chinese communists worked hard, stood on their own feet, made continuing progress and began to do highly effective construction of honest government. Since then, Communist Party of China opened a new situation in building the party and continually explored and carried out the construction of the Party’s clean and honest administration in practice. The government of Shaanxi-Gansu-Ningxia Border Region attached great importance to the construction of the Party’s clean and honest administration from the established year of 1937 to 1950, and has achieved remarkable results. Owning to this, the government got the title of“model loving, honest government”. Construction of honest government in Shaanxi-Gansu-Ningxia Border Region is one of magic weapons of Communist Party of China to make the Party exist and develop in North of Shaanxi Province. And it also supplies valuable experience for strengthening management of government at all levels and the construction of the Party’s clean and honest administration. With development of exploring honest government construction, Communist Party of China strengthens its clean and honest administration and further improves this system so as to make the whole Party, the whole army to keep honest and clean, and finally to make our Party become a clean , an advanced Party to serve people.
