The supervisory system is an important means of strengthening the power of emperor and consolidating the rule. Local supervisory system was charged with the supervision of local officials, strengthening the control from central to local to maintain the heavy centralization of feudal monarchy, especially received the attention of the rulers. Local supervisory system formed in the Qin Dynasty "monitoring censor", the Han Dynasty "provincial governor system", developed in the Sui and Tang Dynasties and well matured in the Song and Yuan Dynasties. The rulers in Ming Dynasty make innovations about the local supervisory system on the basis of full absorption of the previous dynasties. Ming Dynasty turned into the synthesizer of local supervisory system. The local supervisory system in Ming Dynasty is the most complete and rigorous in history of ancient supervision This article will elaborate the Ming Dynasty’s local supervisory system from five parts of the followings:The first part, it is the laws and regulations of local supervisory system. I give the local supervisory system systematic organization and classification. The supervisory system in this stage was systematic and specialized.The second part, it is Surveillance Commissioner. Discuss the functional authority of Surveillance Commissioner in detail, the modes of operation and supervisory effectiveness. In the early Ming Dynasty as a local fixed supervisory agency, it played a significant role in restraining corruption in local. But as the expansion of the power of Circuit Supervisor and Governor Monitor, and the decadence of Ming Dynasty, its power weakened greatly, soon corruption was also growing its own.The third part, it is Circuit Supervisor. I make an emphasis on presenting the modes of operation of Circuit Supervisor. This part includes from selecting to the process and the assessment after returning to central, all these are summarized and elaborated in detail. Circuit Supervisor is a flow way to prevent the formation of interest between the supervisors the officials who was supervised; this leaded the quantity of supervision improved.The fourth part, it is Governor Monitor. This part includes the produce and development of Governor Monitor. I introduce the functions of Governor Monitor with cases.The fifth part, it is the evaluation and reference of Ming Dynasty’s local supervisory system. I mainly try my best to provide an objective and balanced appraisal about this institution through some of my own knowledge and opinions. The ultimate goal is aborting the reasonable composition and providing some meaningful reference to the construction of our today supervisory system.
