The ultimate goal of learning a foreign language is to develop the students' communicative ability. Students' communicative ability is good or bad, however, does not just depend on his language skills, but also on different occasions, the ability to use language appropriately, in other words, the that Pragmatic capacity. Pragmatic Competence is the correct understanding and correct implementation of the speech act in the actual verbal communication is part of communicative competence. Professor He Ziran has pointed out, the Pragmatic Competence can be simplified to understand and express two aspects. Decent, suitable for the language, the language of the user must learn the specific context, taking into account the social and cultural factors, flexible, rational use of language; must in order to enhance the understanding of the language, the language of the recipient general principles to understand verbal communication, as well as the significance of the multi-level nature of discourse. According to Thomas and Leach, Pragmatic Competence can be divided for Pragmatic language skills and social language ability. From both studies: undergraduate and graduate students of the language with the language skills and learning motivation and learning strategies were compared, with undergraduate and graduate social language ability, motivation and learning strategies The correlation is compared. This study attempts to answer the following questions: (1) the Pragmatic Competence of undergraduate and graduate students at what level? (2) motivation to learn the language of undergraduate and graduate students with language skills and social language ability? Whether the two difference? (3) learning strategies for undergraduate and graduate students of the language with the language skills and social Pragmatic Competence? whether there are differences between the two? study found that: (1) graduate pragmatic language ability than undergraduate showed significant differences; social Pragmatic Competence of the two groups of students, there was no significant difference. (2) Generally speaking, pragmatic language skills, motivation and learning strategies showed significant correlation Social Pragmatic ability and learning strategies significantly related, significantly less than the former and motivation. (3) in terms of the relevance of language ability and motivation from the pragmatic, the overall motivation of graduate its Pragmatic language ability was significantly related. From three factors of motivation, in terms of the language of undergraduate and graduate students with language skills and integration motivation showed significant correlation; graduate of tools motivation and their attitude towards learning English Pragmatic language skills than undergraduates . (4) from the pragmatic view of the relevance of language skills and learning strategies, graduate language the language skills and learning strategies three factors showed a significant correlation, while the undergraduate level did not reach significance. (5) from the the Social Pragmatic capacity and motivation related terms, the motivation of undergraduate and graduate students the tools to their social Pragmatic Competence was a negative correlation, and undergraduate than graduate; motivation factor other two with social Pragmatic Competence was positively correlated, but graduate than undergraduate; Overall, graduate motivation and the Social Pragmatic ability than undergraduates high and learners of English learning attitude significantly related. (6) in terms of ability and learning strategies from the Social Pragmatic Graduate Social Pragmatic ability and learning strategies factor higher than undergraduate students, including graduate the Social Pragmatic Competence and its social / emotional strategy presented significant; Overall, postgraduate learning strategies to their social Pragmatic Competence was significantly correlated undergraduate not reach a significant level.
