Abstract


In recent years, housing security has become a major problem of people's livelihood and development, is the focus of attention of the society, the difficulties of the theoretical study. Premier Wen Jiabao in his government work report for the first time since March 2009 during the \But how to expand the the public rental sources of funding, and to ensure the sustainable development of public rental construction has become a new problem. In fact, public rental housing is a sense of commercial real estate, commercial property capital market to serve the public rental housing construction is an important issue facing the current affordable housing system system design, the core difficulty lies in how to make as public goods public rental housing to meet the requirements of the capital market for capital goods. Therefore, it is possible to consider the introduction of international real estate investment trusts REITs to expand the sources of funding. The government through the market mechanism, financial innovation, the real estate investment trusts REITs applied to the construction of affordable housing is a new issue is of great practical and social significance. To this end, we start from the two aspects of the public rental and real estate investment trusts, REITs, analysis of its concept, development and the presence of bottlenecks, to learn of affordable housing in Hong Kong, especially the experience of The Link mode to explore the commercial operation of public rental housing, the introduction of REITs manner, and in accordance with its design policy system, focused on four issues: First REITs basic legislative issues and public rental housing (security room) REITs legal support issues. Second, as a subject of public rental housing quality assets in accordance with the requirements of the capital market for capital goods, select and design the subsidy policy to enhance and ensure the REITs assets yield. The third is to sort out the issue of property rights, improve asset ownership arrangements, public goods and capital goods in the butt on the legal basis. Is timely to explore the effective management of public rental mode, explore new innovative social management mechanism, linked with the affordability of rental vouchers \to ensure the continued development of REITs. Through our research and to explore the use of funds in the market, the establishment of public rental housing REITs, establish reasonable commercial operation mechanisms, public rental housing is converted to the problem of capital goods to enter the capital market to solve the bottleneck of the source of funds as public goods, and create a \social supervision, the operation of the Fund, and professional management of public rental housing construction and management of new ideas, give full play to the role of financial innovation in solving major livelihood issues.
