Abstract


Since some small and medium-sized countries of Central and Eastern Europe to join the EU in 2004 , there have been new members to join the euro . Euro area Member States must comply with the fiscal rules of the Maastricht Treaty and the Stability and Growth Pact \questioned , some scholars even believe that the existence of the fiscal rules become the shackles of economic growth . Scholars have also asked the fiscal rule reform proposals . This article analyzed on the basis of the fiscal rules the plight and risks of eurozone members and the imminent accession to the euro area Member States , these risks , stressing the importance of the sustainability of public finances . First, a review of the theoretical literature review the necessity and reform of the fiscal rules in the euro area . Second, we analyze the current predicament facing euro-zone members and the Eastern European countries to join the European Union soon , but will soon join the euro area . Finally , draw the importance of the sustainability of the public finances of EU member states . By analyzing the economic growth of the euro area member states at low speed is not the sake of the fiscal rules , higher labor costs due to the long-standing lack of labor market flexibility , and high social welfare . For the new member states who are committed to meet the convergence criteria of the euro zone economy is about to join the euro , faced with the contradiction between the Balassa - Samuelson effect , as well as nominal convergence with the actual convergence . In short , for the EU member states should consolidate the budget , adjust the structure of expenditure and income , the sustainability of the public finances .
