Abstract


Daqing Petroleum Administration Bureau ( hereinafter referred to as the Authority ) , the regional subsidiary of China Petroleum production enterprises , continued to promote the group since 1999 and specialized reorganization and integration of the 12 Group and nine professional company formed in 2006 to build lead development pattern of industrial concentration has improved significantly , and the management is substantially reduced , but there is still no effective implementation of the sub- the subsidiary classification management requirements , equity management subsidiary gradually formalized , management and control of subordinate enterprises have not yet reached wide the strict moderation outstanding problems Group and specialization polymerization effect has not been evident in management control needs to be further improved and enhanced . In view of this , this study used a descriptive research method and qualitative research method , on the basis of systematically expounded the concept of the group and specialized operation , enterprise organizational structure , mixed holding company and management control , combined with the Administration Group and specialization operational practice, clearly a form of organization of the Bureau property of their respective groups and professional companies positioning , combined with the outstanding problems in the Group and specialization course of targeted control measures to improve the management of subordinate enterprises help properly resolve the Bureau headquarters and the Group , centralization decentralization relationship between the professional company , is conducive to further enhance the capacity of subordinate enterprises , give full play to the group and specialized operational advantages , enhance the overall competitiveness and profitability of the global market capacity. Some results of this study in perfect Bureau the headquarters of Juzhu enterprise management control , with some innovative and targeted help to further promote the Authority 's Group and professional operation of the practice .
