Abstract


The administration is not as an important part of the system of administrative law theory , the study of this issue , and help us to solve the problem in practice . However, at this stage is not enough emphasis administrative omission . Often in real life , not as the case of some of the administrative , seriously interfered with the administration of our normal life and public order . Therefore, the administration is not as a problem is essential to carry out in-depth study . This article seeks to existing administrative summarized as illegal theoretical and research based on the combination of related foreign theories , the administration is not as a definition of the concept and to discuss and explore the administrative relief to the administration is not depth and regulation pathway as a theoretical perfect helpful. The text is divided into five parts : The first part is a general theory of administrative omission .
