Abstract


Basis based on the expansion of China 's administrative rules lead to many problems , to sort out the status and problems of the historical development of China 's administrative rules , the relationship between the system based on administrative rules to clarify the relationship between China 's administrative rules and Construction . The same time, it should be to strengthen the regulations conflict prior to address the mechanism to play the role in the clarification of the relationship between the administrative rules : administrative rulemaking intersubjectivity rank relations and the effectiveness of a hierarchical relationship between the administrative rules for equal partnership ; differences ; the administrative rulemaking permissions relations in the level of central regulations should clearly departmental responsibilities, and should be retained by the central legislation under the premise of the purview of local regulations to regulate the focus still lies in the development of the right to control local regulations .
