Abstract


In recent years, with the rapid development of the market economy and further deepen rural reform , economic life and interests of the rural community constantly undergoing changes and adjustments . For a long time , the rural grass-roots departments monitor farther from the central authority , subject to the impact of the social mainstream culture is weak , all kinds of political resource-poor , low level of education of the population , continue to highlight some of the contradictions , the the grassroots government authority weakened and even loss making each kinds of incidents occur. Rural hot and difficult issues is increasing, the most prominent manifestation of mass incidents triggered because of the style of work of the grassroots cadres , land contract , the burden of farmers and social order is that increased significantly . Grassroots organizations must be multiple reasons for the rural mass incidents from their own analysis and to find reform itself defective authoritative way out to reinvent itself . Barnard 's \recognition of the people , the grassroots governance need to be people -oriented . Therefore , the grass-roots government in rural governance positions of authority to establish , should be based on the recognition of the people , must be real for the people to do practical things . This article will use the authority accepted theory as a theoretical tool , and that the lack of authority of the grassroots organizations is an important cause of the outbreak of the rural mass incidents . Of villagers 'autonomy from the grassroots organizational behavior anomie as well as grass-roots government to interfere unduly with analysis of the authority of the reasons for the lack of grass-roots organizations , and thus lead to the occurrence of mass incidents , from the perspective of reshaping the authority of grassroots organizations , to ensure villagers' autonomy , governance and good governance some thought , and strive to anomie to get rid of the administrative act of the transition period for the grass-roots political power , the regime functional degradation , lack of governance capacity difficulties provide some suggestions to improve the governing capability of grassroots organizations , to avoid mass incidents , to achieve effective governance .
