Abstract


With the development of computer technology and information networks , electronic has become in today's world development trend of the industry , building efficient e-government development direction of government reform . Our country in line with the target of building a service-oriented government , actively carry out e-government systems engineering . Under the guidance of the concept of public service , the construction of high efficiency , low cost , service ability , service-oriented government has become an inevitable trend . The e-government performance evaluation can not only promote the efficiency of e-government services , but also to guide the direction of the development of e-government , and to provide a basis for building service-oriented government . China 's e-government performance evaluation research is still in its infancy , the presence of the theoretical research immature and lack of practical experience of the status quo . Thus , e-government performance evaluation is a top priority of the current construction and development of e-government . New public management theory and the new public service theory as the theoretical guidance advanced theory and practice , research and analysis performance evaluation of e-government at home and abroad , combined with the specific application model of e-government to fully consider user participation through the contingent valuation method in e-government performance evaluation application analysis , exploratory research on e-government performance evaluation method and empirical analysis , and Shenyang municipal Government Procurement Center e-government performance . This paper contains six parts : one on the basic theories and methods of performance evaluation of e-government ; , analysis of the performance assessments of the status of e-government at home and abroad , to identify problems ; Third, the feasibility study the CVM method based e-government performance evaluation ; build based on the CVM of e-government evaluation model ; Shenyang municipal Government Procurement Center e-government system performance evaluation empirical analysis ; proposed recommendations of the Shenyang municipal Government Procurement Center e-government construction .
