Abstract


Nowadays, under the circumstance of word multi—polarization and economic globalization, there are lots of win-win cooperation as well as some uncertain factors and challenges. With the development of the worldwide political and economy in 1990s, Communist Party of China confronted the opportunities and challenges that they have never met. Especially the spread of modern internet technology and the development of information technology, values diversification gives our beliefs a big impact and then impact our party’s exercise of state power. Facing this situation, we should indulge in learning and try our best to build our Party into Learning Party Organization. Only through this way, can we make our party into the core of the cause of building socialism with Chinese characteristics.Concerning the Learning Party Organization, firstly, we should know the basic content of it, distinguish it from Learning Party, learning organization or the Party organization. Moreover Learning Party Organization should treat party members, leading bodies, leading cadres and all level Party branches as subject, making learning ability and innovative ability as the power, to make the constitution of the Learning Party Organization come true through the whole nation’s Party Organization network. By the innovative mechanism, competitive mechanism, learning mechanism and evaluative and supervise mechanism of Learning Party Organization, motivated the learning activities of party members, leading bodies, leading cadres and all level Party branches. Improving learning ability, innovative ability and reign Ability constantly, through the mechanism to ensure the constitution of the Learning Party Organization developed smoothly.The Fourth Plenum of the 17th CPC put forward to build the Marxist Learning Party Organization under the new developments and demands of world conditions, national conditions, Party conditions and meanwhile pointed that the basic of the Marxist Learning Party Organization is the constitution of the Learning Party Organization. Learning Party Organization is not only Inheritance and Development of our advantages, but also pressing needs that can propel the course of socialism with Chinese characteristics forward as well as urgent tasks which can maintain advanced of the Party, improve the reign ability.
