Abstract


With the increasingly complicated environment and the endless projects, experts play an increasingly important role in technical consulting and decision-making. As the ones who do the evaluation in technical consulting and decision-making activities, experts’personal qualities and academic standards is directly related to the scientific and fairness of the outcome of technical consulting and decision-making. Therefore, the selection of experts can directly affect the quality or the outcome of technical consulting and decision-making, while the construction of expert database is an important part of the selection of experts.At present, there are lots of shortcomings in the construction of technical experts’ database in china, such as a single way of getting the expert information, incomplete information, delayed information content, non-scientific and non-standardized way of the selection of experts which is quite subjective dependent and so on.Aiming at these issues, this paper proposes to introduce social networks in the construction of expert database, based on the comprehensive study of social networks and expert database. It suggests using social network analysis to visualize the co-occurrence and social relations among the experts, to help technical managers to effectively hold experts’ expertise, utilize or evade interested experts, so as to achieve further improvement in the selection efficiency and quality of experts, and thus improve the quality of expert evaluation.This paper firstly analyses the advanced expert search/extraction technology, social networking and network visualization technology, and designs a new process of the construction of the social network-based technical consulting expert database. Then it constructs the theme-similar network model, coauthors network model and coworkers network model. Finally, this paper designs and develops prototype system of the social network-based technical consulting expert database, which provides mainly four kinds of expertise oriented search services, such as classification-based expert search, theme-based experts search, association search and expert’s information search services of four, and visualize the search results in the form of network.
