Abstract


As the "stabilizer" of social economic development and the "buffer" of reform for economic development, Social health insurance is an important component of China’s social security system,and is also of great significance and role in social progress and harmonious society. Pointed out by the 17thCPC, speeding up the establishment of a social security system and safeguarding the basic livelihood of the people, plays an important role in building a harmonious society. Meanwhile,due to a variety of factors, social health insurance fund is running followed by greater operational risks. Therefore, the establishment of comprehensive medical insurance fund early warning system for real-time detection become urgent to solve the problem. As the pioneer of national health insurance system reform, in which the solution for the problems of Zhenjiang has an important reference to other cities in the country .In view of this, through the investigations of the Zhenjiang’s basic medical insurance fund run status, the use of expert survey using the Delphi method and fuzzy BP neural network technology and other related theories and research methods, We set a reasonable medical insurance fund risk evaluation system. And then,we combined with medical insurance in Zhenjiang City funds to run the basic data, run the risk of an early warning economics theory,we set a reasonable risk warning and identification model to monitor Zhenjiang’s basic medical insurance fund is running in real-time.Using the risk warning and identification model ,we analyzed the running of the basic medical insurance fund , predicted for the future of Zhenjiang’s basic medical insurance fund ,and then provide comments and suggestions from the environment of the Fund, the collection of funds, fund monitoring and other aspects. Through this, we provide the feasibility of running comments and suggestions for the basic medical insurance fund of Zhenjiang, and provide suggestions for he basic medical insurance fund of other provinces and cities of our country.
