Abstract

Nowadays in our society, there is risk at any time and anyplace. In the face of the coming risk at any moment, people forecast the function of the risk with the help of social early- warning, evaluate the possible effects, and look after the answer to resolve the risk. The idea of social early-warning exists in ancient age, and comes into being step by step with the time’s development. Essentially the social early-warning is the rational reflection to the un-rational actions and organic conformity to social structure, at the same time signifies the systemic degree of social development. Generally speaking the social early-warning obeys the rules of scientificity, sensitivity, movement and rationality. It not only exerts the uses of observation and cautions in it self, but also emerges the function of interpretation and evaluation; at the same time is the critique and construction to the practices of social early-warning at the present time. There are many laws in the practice of social early-warning, namely the unification between the objectivity in the practice of early-warning and the subjectivity of early-warning subject in it self, the unification between the accurate trend in the process of early-warning and the ambiguous character of early-warning result, and the unification between the ability to treat with dangerous state and the incapability to prevent the incident happened suddenly. According to the laws of social early-warning, it manifest special operational mode, which experience a series of phases, namely to observe the risk’s appearance, to search the risk’s source, to analyze the risk’s symptom, to forecast the risk’s degree and put control in practice. It is a “nucleus project” in the practice of social early-warning that subject must actively construct a rational and valid index system of social early-warning. The regulation of “zero- report” in the practice of social early-warning is propitious to make the social early-warning turn into a circular and uninterrupted process. Nowadays in our society, it is the theoretic and practical need that a rational and valid index system of social early-warning should actively been constructed in order to maintain the harmonious and steady operation of <WP=5>society and realize a continual development especially after all the people have gone through the crisis of SARS.
