Abstract


This article take the government behavior of the credit guarantee in the Mid-small size companies as the research object, particularly studies the role space of government in the credit guarantee in the Mid-small size companies. The article used comparative analysis, combining the empirical analysis and correlation analysis method and so on.The article reviewed papers on relevant government in small and medium-sized enterprise financing guarantee research, explained the indispensable role of government in small and medium-sized enterprise credit guarantee. The article reviewed the construction of credit guarantee system of history, extracted the three modes, representative respectively in Shanghai pattern, Shenzhen pattern and Xiaoshan pattern, from policy environment, guarantee object and guarantee the nature of the companies from several aspects such as the three typical analysis model of universality and individuality. On this basis, summarizes the development of credit guarantee system based on Suzhou, Taizhou, Yancheng city, as the representative of the south, middle, north area of Jiangsu province, analyzes the economic development, the construction of credit guarantee system and the government behavior in the credit guarantee system of these three areas, analysis the difference of government behavior between the typical three models and the three areas in Jiangsu province, proposes the appropriate credit guarantee mode and the provincial government in which the guiding role play. Summed up by the above analysis, put forward the policy Suggestions for the improvement of the credit guarantee system and the improvement of government behavior.The article focus on solving the problem of financing Mid-small size companies from the perspective of government action for the fist time, thesis that government action can not deviate from market regulation, however, the government acts with the combination of market regulation must be different in different environments. The article with the theoretical and practical value for solving the problem of financing of Mid-small size companies.
