Abstract


Petroleum is a non-renewable and scarce resources, strategic materials related to people's livelihood and national economic security. Refined oil pricing mechanism is the central link of the oil market, plays an important role in regulating oil resources. In recent years, the international oil price volatility, China as the world's major oil-consuming countries, the impact of fluctuations in international oil prices of our national economy growing. China's current refined oil pricing mechanism is introduced in the context of international crude oil prices relatively stable, the price mechanism is used to promote the rapid development of China's petroleum industry to protect the national economy stable play an important role, but with the oil markets at home and abroad change and frequent fluctuations of the international oil prices, more and more obvious drawbacks of China's refined oil pricing mechanism, refined oil pricing mechanism reform of the national actors have become more sophisticated. Although in the framework of the current pricing mechanism, the country with the changes in the international oil prices several times to adjust the prices of refined oil, but are difficult to achieve the desired purpose, refined oil pricing mechanism reform in a dilemma. Therefore, the reform of China's refined oil pricing system, improve the corresponding measures, China's response to the international oil market price volatility, an important measure to ensure the safety of China's oil, also dealing with the system to protect the relationship between stakeholders. Secondly, the structure of China's oil market depth, in-depth analysis of the administrative monopoly abuses to get rid of the monopoly structure of the oil market, the introduction of competition, restructure China's oil market system, and enhance the international competitiveness of China's oil companies , and ultimately the prices of refined oil market. Third, to discuss the defects of the refined oil price regulation system of government functions, clearly pointed out that there is a lack unified regulatory agency, pricing methods unscientific, ineffective coordination of interests and other issues, required the establishment of a unified regulatory agency, the formation of a rational system, reasonable subsidies. Fourth, the representative of several international oil price mechanism comparative analysis provides useful experience for China's refined oil pricing mechanism reform.
