Abstract


Guizhou Province is the largest karst region with the most intensively developed tropical and subtropical karst landscape in China and even in the world. Both fragile karst environment and poverty have not only been the world problems, but also have been one of the first problems to be resolved in karst rocky desertification areas at present. One of the most effective and direct methods to resolve this problem is to promote the construction of socialist new countryside smoothly under the guidance of the conception of Ecological Civilization and in the light of actual circumstances of a place.On the basis of works and researches of predecessors, the author carried out systematic theory analysis and demonstration comparative studies on the scientific connotation, characteristics and significance of Ecological Civilization Construction in typical karst rocky desertification areas, as well as the effective factors and current situations of the construction of socialist new countryside in typical karst rocky desertification areas. The strategies and measures of the construction of socialist new countryside in typical karst rocky desertification areas were discussed. Conclusions were drawn that to construct socialist new countryside in typical karst rocky desertification areas, the idea of ecological civilization should be held, the constraints of time and space should be broken and Scientific Outlook on Development should be taken as a guide. The construction of rural areas should be organically banded together with the treatment of rocky desertification entironment. The public awareness on environment protection should be enhanced, the treatment of entironment should be strengthened and the ecological sustainable development ability can be enhanced. Through adjusting the agricultural and rural economic structure and optimizing the agricultural industry layout, the goals will be achieved that the rural economic development be speeded. The education and training should be enhanced to improve the quality of peasants and active the human resources. More attention should be paid to the rural organization construction and the advantages of the rural organizations in the process of constructing socialist new countryside should be used. The important role of technology in the construction of socialist new countryside should be enhanced.
