Abstract

The thesis aims to design and perfect the idea of poverty alleviation in rural areas on a basis of a comprehensive and systematic description of the countryside poverty alleviation policies implemented by the government of our country as well as the analysis of the existing problems In allusion to the features of this thesis, the following research methods will be applied: the combination of normative analysis and positive analysis, documentary analysis, system analysis, etcFirstly, this thesis will provide an overview of the representative poverty alleviation viewpoints of different times and different schools from both home and abroad It will summarize the process of poverty alleviation during several decades in our country through the comparative analysis of the domestic and foreign poverty alleviation methods, thus an idea will be finally offered which could be used for reference on improving and perfecting the policies on poverty alleviation in rural areasSecondly, through a summary of the basic concept, genre, cause, standard and basic measuring methods of poverty and according to the actual situations of our country, this thesis will introduce the theories on our government’s poverty alleviation policies in rural areas and retrospect its history of evolution as well as summarize the basic experiences on the poverty alleviation achievement in rural areas Through the analysis of current status quo of the rural areas in our country, we can see that some relatively serious problems still exist in the poverty alleviation policies and it is profoundly manifested in the following ways: the orientation of the poverty alleviation target is vague and its standard is too unilateral; the main execution body of poverty alleviation is unitary, the process of policies implementation is complicated and its effect only reached the surface, etc Lastly, it will provide the overall thought and concrete corresponding countermeasures to perfect our government’s poverty alleviation policies in rural areas For instance: it will aim at the poverty-stricken people to carry out the policies and establish an overall evaluation system on poverty alleviation, actively nurture multi main bodies for implementation of the policies and constantly perfect its links in the process and quicken the steps in establishing a ecological compensation mechanism, emphasizes the leading position of our government on poverty alleviation in the rural areas etc
