Abstract


China Rural Poverty Alleviation and Development Program clearly states: \in the primary stage of socialism and the long-term , in the longer term memory in poor areas , the poor and poverty is inevitable. Government, as one of the main anti-poverty , the poverty that has some kind of dominance. In this paper, the problem of rural poverty and Poverty theoretically government functions were elaborated under the auspices of the government the importance of rural poverty . Through a brief review of foreign institutional poverty and learn from the successful experience of research with Chinese characteristics of the road in rural poverty , and concluded that since China 's reform and opening characteristics of poor rural regions . In revealing the government-led rural poverty on the basis of governance , noting that the Chinese government in its functions , poverty reduction strategies , poverty alleviation and other related organizational perspective angle problems , analyze the causes , discusses the reform and opening up China 's government-led poverty in rural areas to enhance the way clear that innovation is to promote the continuous development of rural poverty momentum. Rural Poverty system innovation should include the optimization of government functions , poverty alleviation and management system innovation and innovative approach to development in poor areas . Government functions optimization to improve the Government's poverty alleviation and development in the efficiency of the improved method of poverty alleviation and development . Poor management system innovation not only to be more refined targeting mechanisms for poverty alleviation object , but also to strengthen the poverty-stricken areas of protection mechanism. Helping external force , the ability to escape poverty in poor areas gradually strengthened, however, to fundamentally solve the poverty in rural areas , poor areas must be out of poverty through their own efforts .
