Poverty, population, pollution is affecting the three major global problems of human survival and development, and poverty issues become more prominent because of the direct relationship to the basic survival needs of the people, caused widespread concern around the world. As the largest developing country in the world, our successive governments have attached great importance to the issue of poverty, and has made unremitting efforts to solve this worldwide problem, and has made remarkable achievements. Today, China has implemented in the overall well-off, however, achieved at the same time, we should also see that poverty still exists in our local areas, especially in China's western rural areas, poverty is particularly prominent , and even become a \Poverty in this region, causing a high degree of attention of the relevant government departments, experts and scholars from related fields their areas of research studies on this issue, and put forward relevant countermeasures and suggestions, the result is a matter of opinion, not reach a consensus view. Therefore, we still need to continue on China's western rural poverty research and analysis, a comprehensive and profound to know and understand this problem, and thus provide some reference for the formulation of policies. This study was designed by the understanding of the population in poverty status quo of China's western rural areas, as a comprehensive and profound analysis of its causes, and on this basis to try to put forward suggestions to solve the problem. Based on this, the study first system combing of domestic and foreign experts and scholars on poverty, including poverty, types of poverty and the causes of poverty. On this basis, the author comprehensive understanding and detailed description of the status quo of China's poverty-stricken population of the western region, combined with the actual analysis from the three levels of the macro, meso, micro lead to the causes of poverty.
