Abstract


Make public administration make ethical dilemmas to select the correct administrative action , the core of which is to continue to nurture and enhance the ability of executives to select . Causes of the analysis of the ethical dilemmas we will find that most of the ethical dilemmas occur in public administration personnel to make the process of administrative acts , and accompanied by executives ultimately chose to make ethical dilemmas will follow Digestion Accordingly view , public the correct choice of the administrative staff is the key to completely resolve ethical dilemmas . Public administrators to make behavioral choices in ethical dilemmas is reasonable or not , depends critically on the level of its ethical choices ability . In the field of public administration , public administration , in order to improve the ability of ethical choices , must be actively engaged in the ethical practice activities which , especially on public policy formulation and implementation aspects . Will encounter many ethical conflicts in the development and implementation of public policy aspects of in ethical practice activities , the ethics of public administration personnel the ability to identify , immunity , affordability will continue to enhance , in order to grasp the ethical dilemmas digestion principle , which make the ethical dilemmas reasonable administrative action selection , administrative organizations so as to promote the development of public administration staff ethical choices ability to improve . This article to executives facing ethical dilemmas type as a of reality starting point of the study , from the present stage of administrative culture , society in transition to the ethical dilemmas of the root of executives triggered starting to study the manifestations of these conflicts , the background of the conflict , examine administrative of staff ethical choices premise - ethical autonomy exists in reality and the operation of the space , and on this basis for the conflict and the plight of the digestion guidance program for our executives to ease the plight facing administrative activities the final digestion ethics guidance and moral attribution .
