Abstract


The appointment of the grassroots cadres has a pivotal position in the government and the Party and Government Cadres . As the basis and foundation of cadre selection and appointment , performance assessment work in the central position of the cadre management , reform and improve the civil service system , to improve the overall quality of the civil service to ensure the efficient coordination of the work of the government operation , have an important role in promoting . Quantitative assessment as an important cadre appraisal method , there is help to improve the validity and accuracy of the assessment , strengthening indicators operability and to establish a scientific evaluation system . This paper aims through the particularity of grassroots cadres analysis and research on the theory and practice of performance appraisal , Honggang District , Daqing City performance assessment example of to optimize quantitative assessment mechanism to solve the current appraisal standards fuzzy simple assessment methods , assessment indicators Pan other issues , to be accurate and properly reflect the performance of the work of grassroots cadres and grassroots government election , the employer to provide an accurate basis for the grassroots development to provide personnel protection .
