Abstract


The frequency and scale of the development of economic and financial globalization, foreign capital flows continue to increase, faced with a new situation of China's foreign exchange management, free trade tends to require foreign exchange management in the premise can monitor the fullest facilitation. Adapt to this demand, foreign exchange management gradually prior administrative approval to the monitoring and analysis of the post-transition, in this case foreign exchange flows of information to master key to the effectiveness of foreign exchange management. Foreign currency account balances as most systems, the most basic source of foreign exchange, have become the carrier to carry out liquidity monitoring. Since September 2002, the State Administration of Foreign Exchange began to promote and exchange account management information systems, the initial establishment of a monitoring system relying on foreign exchange accounts of foreign exchange flows and stocks of domestic institutional framework. Article 7 of the Foreign Exchange Management Regulations of the People's Republic of China \financial institutions shall be submitted to the foreign exchange management authority customers' foreign exchange receipts and payments and account changes. \as the basis for the establishment of cross-border foreign exchange funds, the territory of the balance of payments, foreign exchange settlement and comprehensive data collection and intent of the orientation of the monitoring system of foreign exchange funds. For a long time, scholars of the change in the way of foreign exchange management, foreign exchange and capital flow monitoring, etc. more relying on a sound system, but how to achieve effective monitoring of management changes and funds discussions seldom. Therefore, this article focuses on exploring the establishment of a convenient and effective exchange account management and monitoring system, scientific monitoring of the activities of foreign exchange receipts and payments, and strive to create a specification, safety, and efficiency of the use of foreign exchange environment to provide decision-making reference. Its practical significance is that the change in foreign exchange management functions, service in the main body of the market, effectively promote trade and investment facilitation, a progressive and comprehensive solutions, which is also the focus of the author. This paper is divided into four parts: the first chapter of the research status at home and abroad and the main point, the situation on the foreign exchange flows, regulatory requirements, trade facilitation, and the inherent characteristics of the account itself is based on the analysis discusses the significance of the foreign exchange account management system . The second chapter of the History and current situation of the development of China's foreign exchange account management policies and information system construction, and the combination of business and regulatory the practice specific analysis of the shortcomings of China's current foreign exchange account management system and yet to continue to improve the critical point. The third chapter is about relying on foreign currency accounts abroad to establish comparative study of the monitoring system of foreign exchange funds, obtained through the analysis of the system of policies and information systems of South Korea, Australia, the two countries revelation to the improvement and development direction of China's foreign exchange account management system. Chapter comprehensive system overall improvement ideas put forward China's foreign exchange account management system, the main principles of the business of foreign exchange accounts and funds flow re-sketched, based on design specific propulsion and implementation of the program, put forward the concept of application development, comprehensive design system-building strategies of China's foreign exchange account.
