Abstract


In recent years, China become the world’s second largest oil consumption country. Oil transport circuit designing is the key word of oil transportation. Oil of import quotas have established by the two oil companies:CNPC and SINOPEC. The oil in the domestic coast line transport is high consumption, and inefficient approach. Thus at present, mainly uses petroleum product logistics centre to meet the people’s demand. Then how to optimize from petroleum product logistics centre to the needs of the transport lines becomes the key to improving rewarding.This article on China’s petroleum production and demand of inquiry on the basis of the transport network in petroleum production for research objects, petroleum product main source, movement, the transport lines, and after unloading port for analysis. On this basis, to save costs from the perspective of logistics for our petroleum product transport network design, building a oil line for the port and logistics centre and other major port for supplementary the logistic system in order to reach port resources for effective integration, petroleum product provide a safe, efficient transportation and handling and storage service and achieve the purpose of petroleum optimization disposition. At the same time, Applications for oil market is more sensitive and real BCTI historical data and applications based on the nerve network BCTI index to predict. Finally, through logistics optimization theory, an optimization model is established with an objective function of minimum logistics expense and the model is carried out by Genetic Algorithm (GA) and MATLAB with original data of 2008 and predicted future. Given the need to translate the data, to have fixed ships vendors are known to have multiple requirements and transfer, selected the line and the land route to the solution to the examination.
