Abstract


PetroChina Jilin Oilfield Company is a large oil-gas field enterprise covering petroleum exploration and development, production and sales, technical and engineering services, multi-industry and logistic services. Jilin Oilfield Company already has 50-year exploration history and gets fruitful results after conducting exploration strategy. Meanwhile, it also faces new challenges. To keep the great increase momentum of exploration reserves, it is necessary make systemic research on natural gas exploration from the view of strategic management.he author of this paper is engaged in exploration plan and project technical management of Jilin Oilfield Company for a long time. He realizes that residual oil resources become further limited after 50-year exploration. The quality of already discovered reserve is becoming worse. It’s hard to be developed and produced. While the discovery and development degree of natural gas resources is low in Jilin province, which is the future important exploration and development area of Jilin oilfield. In the future, using natural gas to replace oil becomes necessary to the strategy of Jilin oilfield development. During the past decades, we made great achievements in natural gas exploration of southern Songliao basin, especially during the period of lower cretaceous natural gas exploration project. Jilin oilfield changes development strategy, strengthen natural gas exploration and makes great achievements in lower cretaceous primary volcanic gas reservoir exploration, which lays the resource, theory and practical foundation of synchronous development of oil and gas, fast increase of production and long-term development. Making research on effectiveness and sustainability of lower cretaceous natural gas exploration has important actual and historical significance for summarizing successful exploration experience and discovering existed potential.This paper summarized exploration experience of Jilin oilfield according to practical exploration work, combining management theory thought in MBA class. This paper systemically analyzed and studied the process of lower cretaceous natural gas exploration over the last five years. It also comprehensively analyzed implementation process of lower cretaceous natural gas exploration strategy and effectiveness from the aspects of exploration decision, plan deployment, invest benefit, engineering technology and safety protection. Then it comprehensively appraised from the aspects of organizational management, technology management, safety management, economic benefits and sustainability of natural gas exploration. After analyzing the existing problems, it brought forward constructive suggestion of further adjustment. It also analyzed the necessity and effectiveness of frontier exploration in this new historical period and primarily explores working direction with new ideas. This paper made a tentative study on from increasing reserves and production to future sustainable development, from geological theory to engineering technology, from exploration management to benefit evaluation with the guidance of strategy management and engineering management. Meanwhile, after analyzing the exploration strategy management circumstances, it brought forward related business optimization and transitional direction of ideas. This will improve management level and efficiency of natural gas exploration in Jilin oilfield. Also, it will be the necessary reference to exploration strategy decision, exploration implantation in later period and exploration strategy management construction.
