After the Second World War, especially since the 1970s, along with the prevalence of new religious movements, the destructive cults took advantage in it and made a series of world-shaking murder cases. It has harassed the social order seriously and destroyed the human rights. Our country was also deeply harmed by the destructive cults, particularly the cult of the "Falungong" which undermines China’s social order and harm people’s lives. In recent world, not only in the developed countries, like Europe and America, but also in the developing countries, like Asia-Africa, can find traces of the destructive cult and search the dreadful evidence which the destructive cults made. The prevention and governance of the destructive cults has already become the government’s arduous task, which many National governments are facing all over the world.This article, in comparison West about destructive cults’similarities and differences with China from the concept and characteristic of the destructive cults, deeply analyzes the root of the emergence and spread of the destructive cults, also, analyses the cause of the emergence and spread of the destructive cults "Falungong" in our country. Through the analyzing of worldwide destructive cults’present situation, this paper will analyze the huge harm that the destructive cults bring to the society. This paper will discuss feasibility and puzzle dom to apply governance theory of public administration theory to prevent and govern the present age destructive cults, and also discuss the using of the governance theory to construct the Chinese anti-cults social control system. Finally, the author thought that the destructive cults as a social question, so long as it has the soil of suiting its growth, it will spread widely. In the current situation of economic crisis, no matter the Western countries or China, are facing with threat of bounces and spread of the destructive cults. Due to various countries have different views on the destructive cults, the prevention and governance of the destructive cults is still one arduous task, also it needs long-term social duty. In the process of preventing and governance, it is necessary to attach importance to the strength of the state, the role of anti-cult of civil society must be also attached importance to. At the global level, national level, and the level of civil society, forming a network to prevent and govern destructive cults, so that no destructive cults can be hided. For us, this year is the ban on "Falungong" cult marks the 10th anniversary. On the surface, "Falungong" cult has disappeared in the mainland, but in a crisis, unexpected events such as the emergence of social problems, which will be possible to spur the "Falungong" cult rebounded, and even emerge new destructive cults, which requires the government and society to build a double line of defense that combines a full range of prevention and governance of the destructive cult social control system.
