Abstract


Organizational culture is the organization's values ??, ways of thinking , work style , sense of community and behavioral norms sum ; government leadership is the government leader in the overall grasp on the basis of their own environment , with the correct values ??and beliefs pillar to rely on social recognition and a variety of resources to establish the scientific concept of operations and formulate direction , motivate action , and to improve the ability of a government performance . Organizational culture is one of the factors of the new era to enhance effective government leadership , in practical activities of government leadership , organizational culture as a soft power , its type , function , and the system will enhance government leadership produce different results , leader is only a deep understanding of the organizational culture an important role in the building of the government leadership , to take full advantage of the relationship between organizational culture and government leadership to break through the shackles of government leadership to enhance all the dilemma , closely linked to the spiritual and cultural grasp of the institutional culture , relying on material culture , improve behavior culture , in order to continuously improve the level of government leadership , the smooth leadership activities , and ultimately to achieve the Government's objective .
