Abstract


Currently, the Strategy Control System which companies use exits lots of problems, such as weak in dynamic interaction, indefinite of relationship between the level of strategic objectives, strategy formulation, monitoring and implementation seriously detached. Based on these problems, this paper introduces a new management framework in the traditional strategy control system, which links strategy management, budget management and performance management up.This article elaborates strategy control system design and implementation, which based on the Balanced ScoreCard management theory. And then mainly introduces the user requirements, system architecture, design of the key functional modules and testing of the strategic control system. This system used B/S construction and J2EE the platform multi-layer architecture, based on the application Sturts and Hibernate frame to realize the main function of strategy control system. In the end, has carried on the system test and summarized the test result.In this paper, the work and achievements include:1.By analyzing the role of strategic management and control systems, building the system architecture. Further more, divided the system modules, detailed design, and on this basis, implemented the system.2.I am mainly involved in the design and implementation of the strategic plan management subsystem. In the form of strategic map and scorecard, displaying the company’s strategic plananning, while also monitoring the implementation of the strategy.3.The system can combine with other management tools in the company, sum up, integrate and enhance the corporate strategy, as well as systematize the strategy implementation.At present, the system has been put into use, fully meets the needs of the user with good manageability, scalability and maintainability, its application value obtained all levels of telecommunication company personnel’s unanimous approval.
