Abstract


The old-age insurance system in China is currently in the process of transition from completely now a pay- to \However , in the transition process , the Government does not timely and clearly bear the costs of transition , coupled with practical work, personal accounts and social pooling account the long-term \of pension payments , led to the rapid expansion of the scale of personal accounts empty account . Established policy goals of national co-ordination of the basic old-age insurance in 2012 , the empty account issues of personal accounts processing shall not be treated , is bound to become a national co-ordination of major financial obstacles . So, in promoting the social background of the national co-ordinator of the basic old-age insurance , we explore the problem of personal accounts so that has important practical significance . The papers of the National Co-ordination of the basic old-age insurance system as the starting point of the study , from the necessity of co-ordinating the country , the connotation , principle and co-ordinate fund scoping four of the national planning system to do to fully introduce clear whether personal accounts can do it directly related to the progress of the National Co-ordination and sustainable Development . So , personal accounts so that not only is a response to the needs of the new situation of China 's pension system reform , more resolve and avoid the risks of personal accounts the huge empty account the inevitable choice .
