Scientific Outlook on Development should be people-oriented, establishing a comprehensive, coordinated and sustainable development, promote economic, social and all-round development. Urban scientific development needs to establish a scientific and reasonable evaluation index system. It constructs the evaluation system of urban scientific development system, from the levels of development, coordination and sustainability, selects the 15 sub-provincial cities in China as the sample for evaluation, implements comparative analysis, provides the basis and direction for construction and development of cities.Scientific Outlook on Development should be people-oriented, establish a comprehensive, coordinated and sustainable development, and promote economic, social and all-round development. With the theory of "Scientific Outlook on Development" putting forward, several of urban scientific development evaluation index system have also created. At present, urban scientific development evaluation in our country is still at a preliminary exploration stage, it lack of a set of scientific and reasonable, workable, quantifiable and comparable urban scientific development evaluation index system. Therefore, this article constructs the urban evaluation of scientific development, from three levels of the development level, coordination level and sustainability level, on the basis of previous research, describes and analyses the level of urban scientific development, which aims to make scientific assessment, monitoring and forecasting, and provides a new perspective for the city’s construction and management, provides the basis and direction for urban construction and development. It selects the 15 sub-provincial cities in China as a sample for evaluation and comparative analysis.Firstly, it analyzes the domestic and foreign research on the urban development, urban sustainable development, urban evaluation index system and urban scientific development evaluation index system.These researches provide the theoretical basis and research background. Then, according to the meaning of urban scientific development, the main features and elements, it proposes the establishment purpose and principles of the scientific development of urban evaluation; based on such as scientific, quantifiable, accurate, systematic, and practical principles,it constructs urban scientific development evaluation index system,which consists of four levels, primary level of development, coordination and sustainability index,12 second level index and 40 specific index. Last but not the least, it uses the Analytical Hierarchy Process(AHP) method to determine the weights of every levels and index, and uses the Fuzzy Comprehensive Evaluation to design evaluation models, and selects 15 sub-provincial cities in China as a sample for evaluation and comparative analysis, and verifies the evaluation results via factor analysis.Based on the empirical analysis of Dalian, it puts forward countermeasures and suggestions for the construction of scientific development model city.
