Abstract


International norms are playing an increasingly important role in the world today, thus many countries are striving to adapt to them either consciously or unconsciously. Drawing on domestic and overseas theoretical researches on international norms, especially on normative internationalization, this thesis analyzes the development of low carbon economy in China promoted by the World Bank, and thus further explores the interactive relationship between the World Bank and China in terms of developing low carbon economy in China.This thesis is consisted of four parts. The first part elaborates on low carbon economy, the urgency of developing low carbon economy in china, and briefly reviews the role of the World Bank in promoting China’s low carbon economy. The Second part introduces relevant theories on international norms, including the classification of international norms, causes for normative internationalization, models for normative internationalization, learning and interaction of the three phases, and the "counter-forces" in the process of normative internationalization. The third and fourth part elaborates on the three phases of normative internationalization and explores the carbon finance and carbon markets by case studies. The last part draws on the above analysis and concludes on China’s development of low carbon economy and the role of the World Bank.The progression of normative internationalization is extremely complicated. Based on the prerequisite of respecting China’s sovereignty and will, the World Bank primarily promotes low carbon economy by providing technology support and inducing interests. On the other side, considering self-development and the international factors, China actively engages in the development of low carbon economy and eventually forms related systems of its own. The active interaction between China and the World Bank is of great significance to the development of low carbon economy in China.
